Tsipras and Androuliakis are not only competing over who will be in second place in the election. They also compete over who will write most white pages in the history of their parties. They also coincide with one other thing: They're trying to write their white pages out front. «new persons», either stating that «then» were not born, or completely ignore the history of the party they were called to serve.
But the show's bad and the makeup's holding a little. PASOK's makeup is back and has «broken». And the makeup of Tsipras party – because as leader of Syriza will apologize – is very fresh. As the temperature rises, it could melt prematurely.
The chicks of PASOK – whom Nikos Androulakis himself tried to include – have already been forced to strike afts or to withdraw, because no one cares about their date of birth. Much more that they do not collectively renounce the past, but make selective use of it. And when they are cornered, they confess to being punished, but now the... indestructible!
The «fresh» persons of the multi-member communication staff of Tsipras, with first «first»That is, the representative will not be able to carry out their mission.
So far, Mrs. Koufonikolakikou looks like an arrogant robot, who has been supplied with specific information, resulting from her argument of missing the real facts on which, sooner or later, she will be forced to answer.
PASOK's white pages
All the Court of Auditors' reports on the long period of governance of the country by PASOK speak of illegal payments, direct assignments, project partitions, illegal arrangements of the competition committees, illegal compensation, illegal grants, failures to respect legitimate deadlines, duty violations, overtime exceeding working days, forged documents, false attestations, passive bribery and more.
The large scandals (Corporate, Real Estate, fines for agricultural subsidies, wiretapping, armaments, project overprices) were covered by institutionalised corruption:
By Law 2178/1993, the offence of disloyalty over service was turned from felony to misdemeanor.
By Law 2446/1996, Article 16, wide derogations were introduced from general procurement legislation and allowed for a series of photographic assignments, programme agreements and supplies at prices even twice as much as those applicable internationally.
By Law 2522/1997, Article 4 allowed the non-execution of even irrevocable court decisions that invalidated unlawful public procurement.
Law 2576/98 adopted the famous «mathematical formula» the selection of public works contractors. The law «freeze» in July 2003, when the European response came, according to which the formula altered healthy competition and excluded Community contenders from major projects.
Law 2843/2000 removed from the prosecution the possibility of conducting an interrogation, pre-trial or preliminary examination of suspected offences on the Stock Exchange, unless there was permission of the Judicial Council.
By Law 2790/2000 all judicial and disciplinary prosecutions of officials of the Greek consulates who illegally granted return visas were deleted.
By Law 2954/2001, Article 3 entered into force a very favourable tax arrangement for contractors of private and public technical works. They were taxed at a rate of 17.5% in each case, i.e. they actually paid a tax reduced by at least 50%.
By photographic amendment (February 2002) all members of the Board of Directors of the over-charged ECTs of the previous twenty years for acts or omissions that damaged ECTs were relieved.
Law 3220/2004 allowed large companies hiding behind offshore real estate companies to legalise the funds they had made available to acquire these properties without any tax burden.
With the constitutional review (Article 86(3)), the unsecured for all scandals was secured prior to the 2000 election (Exchange, Land Register, Kifissos).
Deduction from ASEP train
The ASEP Act (2190/1994), was circumvented 49 times only in 1994, with continuous amendments leading to the resignation of its initiator, An. Melonis.
By 2003 major sectors of the public sector had completely descended from the ASEP train.
According to the Citizen's Counsel's report on recruitment in 1994-2004: In 2000 (Electoral year), nine out of ten recruitments were made in violation of the Meloni Act for the ASEP, while in the previous seven out of ten appointments were controlled for their legality.
According to the 2000 ASEP report, only 20% of the operators controlled had followed the legal procedure! The 2003 ASEP report spoke of illegal recruitment and total appointments of 41.909 people.
According to official data, most recruitments took place in 1995,1996, 2000, 2002 and 2003, while in 2001 there was the year that showed more (156,471) recruitments even since the Olympic 2004!
From 1/2004 to 6/3/2004 (i.e. just on the eve of the election) 12,608 people were recruited, of which 2,364 permanent.
According to data from the Personnel Directorate of the Ministry of Interior from 1994 to 2004 there were 213,250 recruitments of permanent staff, to which we must add 526,875 contractors and 633,607 seasonals.
Between 1994 and 2005 422,038 recruitments were carried out for procedures whose ASEP was able to express an opinion. Of these, apart from the competitions for hiring teachers, the state chose the indisputable process of written competitions to hire only 14,004 workers!
Temporary staff approvals from 1996 to 2004 accounted for 85.1% in relation to regular recruitment (14.9%).
In 1981 the number of civil servants (close public sector) was 327,000 and in 2004 PASOK delivered 596,000 civil servants, with a greater increase in administrative and not employed in the needs of the social state.
And finally, ten years after the establishment of the institution, the ASEP was excluded (EFK 252, 12 November 2008): Personnel Presidency of the Republic and Parliament, judicial officers, Legal Council of the State, forensics, educational or teaching staff AEI and TEI, staff of research institutions, military, ESP, diplomatic, medical staff of the NSO, staff of legal persons Church, writers, artists, journalists, highly qualified technicians, ITH, seasonal staff ELTA, pilots, etc., post-graduate employees, OCTA, KETHEA, Psychiatry Hospitals, Local Organizations of General Improvements, those admitted to the National School of Public Administration, Staff Data Protection Authority, etc.
So what does Mr. Androuliakis want to tell us when he declares that «PASOK returns to its factory arrangements»?
The White Pages of Tsipras
The argument of Alexis Tsipras (and all Syriza executives) is that they were unable to meet their election commitments because they were forced to move within the memorials.
The argument is rejected because the people for at least four years said that «The troika ends», the memoranda would be abolished and would be «dala noon», they would not sign anything, they would not take a new loan and that a single program would be implemented, the... Thessaloniki programme. Of course, they brought in the third and most burdensome memorandum, mortgageing the entire public property for 99 years and loading us with a new loan of the order of 100 billion.
Mr. Tsipras had promised that he would save pensions and EKAS and ended up moving on to 13 different pension reductions and abolishing not only the EKAS, but also pensions from widows and orphans (Law 4387/2016).
He had declared war on «small PPC», but ended up privatizing the entire PPC (49%, while the remaining 51% 17% were already in TAIPED).
He supported his election campaign in the post office Hardouvelis, with measures of 980m euros and finally signed 13 billion euros.
He said he would abolish the Enfia and eventually not only retained it, but also abolished all the exemptions there were.
He said he would establish tax-free at 12,000 euros and eventually went on to raise the income tax of legal persons from 26% to 29% (for farmers from 13% to 26%), increase the advance tax from 27.5% (farmers) and 55% (more businesses) to 75% and eventually 100%, increase the tax from rent to 15% (from 11%) for incomes below 12,000 and 35% (from 33%) for incomes above 12,000 euros.
He said he would not go on to any VAT increase and increased it horizontally by transferring most goods and services from «over-reduced» (6.5%) and «reduced» (13%) at 23%.
He said he would give a 13th pension in the form of a Christmas gift to pensioners under 700 euros, but he also reduced the 12th pension, by increasing health care contributions (+2% to principals and +6% for the first time in auxiliary pensions), by law 4336/2015.
He reduced the former IKA's lower pension from 486 to 392.7 euros, cut all 35 euros of the spouse's allowance, reduced pensions by 25% to those who applied for retirement after 13 May 2017, cut 60% of the pension to pension workers, increased insurance contributions, reduced lump sum and tax-free, increased contributions for OSH.
It said it would reduce the Special Consumption Tax on heating oil and eventually halved the heating oil allowance and abolished the fuel allowance (diesel) for farmers.
From «sesachthia» up to «Crows of destruction»
He said he would put the banks under public control, but eventually he closed them with five Acts of Legislative Content.
Promised «sesachthia» and creation of an intermediary to which citizens' loans would be transferred, talking about «Crows of destruction» and finally by its own laws came the foreign funds in Greece, granted immunity to their executives, imposed electronic auctions, as well as their speed.
Specifically under his laws Mr. Tsipras:
He brought the foreign funds (n. 4354/2015) and allowed them to have headquarters outside Greece (n.4549/2018). By the same law he allowed banks to inform borrowers that they sold their loan to a foreign fund with a simple mail or sms and no longer be required to 12 months' notice.
It imposed electronic auctions (n.4472/2017) and accelerated (from 30 to 8 days). repeat auction (n. 4512/2018).
Assign «glutony funds» (n.4472/2017) and real estate management, while offering their executives immunity.
By law 4389/2016 he granted immunity to executives of the superfund.
He promised air beat, became the biggest tax collector
For Mr. Tsipras will soon end another period of generalization. And he'll have to tell us where he gets the money for his program (after he tells us where he gets the money for his party).
Because last time, he told us that he would fund the Thessaloniki programme (12 billion euros), taking 3 billion from the Financial Stability Fund (prohibited), 3 billion from the reordering of the NSRF (also impossible), 3 billion from the restart of the economy and 3 billion from tax evasion. I mean, they were promising air hit!
So Alexis Tsipras ended up becoming the biggest tax collector of all time:
He increased the Special Consumption Tax on heating oil by 22% and VAT to 24%, launching his price.
It reduced the heating allowance from 0.35 euros per litre, initially to 0.25 euros per litre and then to 0.125 euros per litre.
It reduced the number of beneficiaries by 50% by introducing «cutter» who excluded people receiving the heating allowance in previous years.
Increase VAT to stay from 6.5% to 13%.
Increase VAT to focus from 13% to 24%.
Increase VAT on hotels from 6% to 13%.
He imposed a new special overnight tax on hotels and rooms to rent.
He increased the HENFIA to hotels and rooms to rent.
It increased the tax rate for businesses from 26% to 29%.
Increase the tax advance to 100%.
Increase taxes on fuel, tobacco, beer, wine, coffee, tickets to the Public Transport.
He increased VAT on drugs from 6% to 13% in 7 categories, half of which were hospitalized.
He launched at 26% the tax rate of farmers from the previous government-backed 13%.
For the first time agricultural aid and subsidies were taxed in 2015 (after «a heroic negotiation») from the first euro at a tax rate of 22% to 45%, at the same time more than doubled insurance contributions, VAT at 24% and abolition of the refund of the Special Tax on Oil Consumption for agricultural use, solidarity contribution of 2.2 to 10% and 100% tax advance.
Some more «big hits»
For information to the public, who is watching «updates» By Mrs. Koufonikolakiou, I summarize:
Only in 2017 did Mr Tsipras impose a total of EUR 2.7 billion. A total of EUR 9,4 billion was imposed from 2015 to 2018. For 2019 and 2020 it imposed 5.1 billion measures with the reduction of tax-free and pension cuts. Total Tsipras – Kammenos account... 14.5 billion.
Mr. Tsipras not only closed down the banks, he imposed capital control, he put the economy in the plaster and surely the markets did not dance at the pace of his bullies, but «success» and the following:
He received the ratings of international houses in B (already since May 2014) and demolished them in the CCC, i.e. in the trash.
He received the economic climate at 103.7 points (June 2014) and 102.7 (November 2014) and demolished it (July 2015) at 81.3 points.
He received GDP at 178.6 billion in 2014 and dropped it at 176.3 billion in 2015 and 174.2 billion in 2016 to take it to 177.7 billion in 2017, which is below 2014.
He received the deposits at 160 billion and dropped them at 120 billion.
He dropped industrial turnover by 10.4% from January to December 2015.
In October 2016 (HOW data) «success» a negative record of 15 years in job loss, as only in October were 82,810 jobs lost. It was the biggest job loss since 2001!
He received the imports at 30 billion and took them to 50 billion, causing a brutal trade deficit.
He received household incomes at 120.3 billion and dropped them at 102 billion.
He received tourism revenues at 16.9 billion (with 24.3 million tourists) and dropped them at 14.6 billion (in 2017 with 27.2 million tourists).
To get out of his own memorandum, he committed to super-surpluses by 2022 and surpluses by 2060.
And meanwhile, according to the official figures (ELSTAT) in the third quarter of 2018 private investments (gross fixed capital formation) decreased by 23.2%!
Only Syriza took a loan after 2012
Finally – and because Mrs. Koufonikolakikou put the tape on the parties' loans – remind her that Mr. Tsipras, whom she represents, set up in April 2016 the well-known committee of inquiry into bank loans to parties and the media. They did not find any evidence, but from that Inquiry it emerged that Syriza was the only party that received a loan after 2012 guaranteed state funding: In 2014 SYRIZA received a loan with state funding granted until... 2020!
Previously Mr. Tsipras had his party vote against Article 5 of Law 4304/2014, which prohibited the granting of state funding for over a year.
I have more news about Mr. Tsipras’ representative:
On 14/12/2010 Mr. Tsipras had sent a letter to a bank requesting that Syriza be given a loan «by derogation of credit criteria»!
On 16/3/2016 by letter to the National Bank, Mr. Tsipras requested a transfer of payment of debt payments on the basis of the promise to promote legislative regulation that would increase the state funding of the parties. So he had announced legislation that would suit him!
Of course, in 1998 EAR, the ancestor of SYRIZA, became the only party that managed to cut 65% of its loan!
Conclusion: There are many white pages, God!
