With two new strangers Investment already submitted to the Ministry of Development, the institution of strategic investments enters a new period of operation, as the ministry now becomes the key point of reception, evaluation and management of new applications.
Under the political responsibility of the Minister for Development Takis Theodorikos and co-ordination of General Secretary for Private Investment Stelina Siarapi, the new system aspires to speed up procedures and focus on larger-scale and higher economic footprint investments.
At the same time, the landscape remains open for dozens of investment projects already submitted through Enterprise Greece, as the transition to the new model raises questions about their further progress and how the new strategic criteria will be implemented in practice.
The first applications of the new system
The first writing samples of the new model have already appeared. Two applications for strategic investment by foreign investors have been submitted within the first days of the system's operation, both in Northern Greece.
The first concerns investment in the field of technology and the second in the audiovisual industry, making up the first applications submitted directly to the Ministry of Development after changing the way the institution is managed.
In addition to their investment objective, the two cases are of particular importance as they will be essentially the first test to implement the new system in practice. Through them, the new evaluation procedures, the response times of the mechanism and the operation of the new structure created by the Ministry of Development for the management of strategic investments will be tested.
The new map
Behind the change in the management of applications is a different philosophy for the role of strategic investment. According to information, the objective of Ministry of Development is the scheme to focus on truly large investment projects with a strong economic footprint, gradually limiting the entry of smaller projects that can use other available aid tools.
In this context, the direction given is that strategic investments generally concern projects over EUR 50 million, creating a clearer distinction from other investment schemes, such as development law.
The evaluation process is also changing. Investors will initially submit a summary dossier in order to assess at first stage whether the project meets the basic strategic criteria, followed by the submission of the complete dossier and the required supporting documents.
At the same time, the model of external evaluators applied in previous years is abandoned and its position takes over a Strategic Committee, which will centrally examine investment projects before they are promoted in the next stages of the process.
The philosophy of the new system is that strategic investments should operate as a tool for attracting large productive investments with a significant development footprint, while smaller investment projects could use other available state support mechanisms.
And tourism remains in the frame
The emphasis on large productive and technological investments does not, however, mean that tourism ceases to be a key pillar of the institution. On the contrary, it is reported that, alongside the implementation of the new system, significant tourist cases are proceeding at different stages of processing.
Among these stands the Saladi Project in Argolida, a budget of 266.5m euros, which is in the final line of the relevant procedures, as well as the modification of the investment strategy in the Kerameia of Chios. In the second case it was a project that had been incorporated into the scheme since 2015 and is currently coming back with a new design and budget of €171 million.
The two hypotheses confirm that, although the direction of the new system is directed towards investments with a strong productive and technological footprint, tourism remains a significant presence in the portfolio of strategic investments, particularly in the case of large-scale projects.
Next day for the 36 files
The implementation of the new system brings to the fore the issue of investment projects already submitted through Enterprise Greece before changing the way strategic investment is managed.
These are about 36 files at different stages of processing, essentially constituting the stock of cases of the previous regime.
Under CEO Marino Giannopoulos, Enterprise Greece has accelerated the promotion of more mature projects in recent months. Already ten investment projects have completed the public consultation, while three more are expected to follow in the next period.
However, the implementation of the new system creates new data on all the projects in transition. It is reported that the way in which the dossiers submitted under the previous scheme will be dealt with remains under consideration, as it has not yet been fully clarified whether they will continue their course through the existing procedure or whether they will have to adapt to the new system data by making the necessary procedures from the beginning.
In fact, information suggests that the new emphasis on larger-scale investment could lead to some smaller projects, less than EUR 50 million, towards other aid schemes available, such as development law, but no final decisions have been taken so far.

The 10 projects of EUR 700 million
Among the investment projects closest to the completion of the procedures are ten projects which have already completed the public consultation, representing investments totalling around EUR 700 million. This is the most mature part of the portfolio submitted through Enterprise Greece and which has been promoted in recent months towards the subsequent phases of approvals.
Στη μεταποίηση ξεχωρίζει η επένδυση της Παπαδοπούλου στον Βόλο, ύψους 59,6 εκατ. ευρώ, για την επέκταση της παραγωγικής της δυναμικότητας, την αυτοματοποίηση των διαδικασιών και την ενίσχυση της εξαγωγικής της παρουσίας. Το σχέδιο προβλέπει τη δημιουργία τουλάχιστον 30 νέων θέσεων εργασίας.
Στην ίδια κατηγορία εντάσσεται το πρόγραμμα της Ηπειρωτικής Βιομηχανίας Εμφιαλώσεων (Βίκος), ύψους 76,8 εκατ. ευρώ, που περιλαμβάνει νέα μονάδα ανακύκλωσης πλαστικού, παραγωγή ανακυκλωμένου r-PET και αύξηση της δυναμικότητας των υφιστάμενων μονάδων στα Ιωάννινα, με τη δημιουργία τουλάχιστον 20 νέων θέσεων εργασίας.
Ιδιαίτερο ενδιαφέρον παρουσιάζουν και οι επενδύσεις της Πλαστικά Κοτρώνης και της Arzybake. Η πρώτη δρομολογεί επένδυση 33,5 εκατ. ευρώ στη Φωκίδα με 29 νέες γραμμές παραγωγής και 65 νέες θέσεις εργασίας, ενώ η δεύτερη προωθεί νέα πλήρως αυτοματοποιημένη μονάδα κατεψυγμένων προϊόντων ζύμης στη Θεσσαλονίκη, προϋπολογισμού 21,9 εκατ. ευρώ και 55 νέων θέσεων εργασίας.
Στην Ήπειρο, η Θεόδωρος Κάντζας επενδύει 15,7 εκατ. ευρώ για νέα γραμμή παραγωγής τροφών κατοικιδίων, δυναμικότητας 15.000 κιλών ανά ώρα, με σύγχρονες εγκαταστάσεις logistics και ενεργειακής αυτονομίας μέσω φωτοβολταϊκών, δημιουργώντας 15 νέες θέσεις εργασίας.
Σημαντικό αποτύπωμα έχουν και οι επενδύσεις στην εφοδιαστική αλυσίδα. Η Σκλαβενίτης και η Lidl προωθούν δύο από τα μεγαλύτερα έργα logistics των τελευταίων ετών στη Δυτική Αττική, συνολικού ύψους σχεδόν 200 εκατ. ευρώ. Η Σκλαβενίτης επενδύει 88 εκατ. ευρώ για νέα μονάδα logistics ψυχόμενων προϊόντων στον Ασπρόπυργο με 90 νέες θέσεις εργασίας, ενώ η Lidl δρομολογεί κέντρο αποθήκευσης και διανομής 110,4 εκατ. ευρώ στη Μαγούλα, το οποίο θα λειτουργήσει ως βασικός κόμβος τροφοδοσίας του δικτύου της σε πανελλαδικό επίπεδο.
Στη μεταποίηση ξεχωρίζει η επένδυση της Παπαδοπούλου στον Βόλο, ύψους 59,6 εκατ. ευρώ
Στον χώρο της τεχνολογίας και του λιανεμπορίου ξεχωρίζει το σχέδιο της Πλαίσιο, ύψους 68,1 εκατ. ευρώ, που συνδυάζει τη δημιουργία marketplace, υπηρεσίες retail media και νέο αυτοματοποιημένο logistics hub στη Μαγούλα. Η επένδυση προβλέπει τη δημιουργία 75 νέων θέσεων εργασίας και σηματοδοτεί τη μετάβαση της εταιρείας από το παραδοσιακό λιανεμπόριο σε ένα πιο πλατφορμικό μοντέλο λειτουργίας.
Παράλληλα, ο τουρισμός εξακολουθεί να έχει ισχυρή παρουσία στο συγκεκριμένο χαρτοφυλάκιο. Στο Πόρτο Χέλι προωθείται το project Porto Heli Hospitality, προϋπολογισμού 96,5 εκατ. ευρώ, με 202 κλίνες και 225 νέες θέσεις εργασίας, ενώ στην Καλαμάτα η IDM Kalamata σχεδιάζει επένδυση 136,5 εκατ. ευρώ για πεντάστερο ξενοδοχείο και 248 κατοικίες, δημιουργώντας τουλάχιστον 75 νέες θέσεις εργασίας.
Τα δέκα αυτά επενδυτικά σχέδια αποτυπώνουν τις βασικές τάσεις που έχουν διαμορφωθεί τα τελευταία χρόνια στις στρατηγικές επενδύσεις, με τη βιομηχανία, την αγροδιατροφή, τα logistics και την τεχνολογία να αποκτούν ολοένα μεγαλύτερο βάρος δίπλα στον παραδοσιακά ισχυρό τουριστικό κλάδο. Παράλληλα, αποτελούν το πιο ώριμο τμήμα του χαρτοφυλακίου που βρίσκεται σήμερα στο μεταβατικό στάδιο μεταξύ του παλαιού και του νέου μοντέλου λειτουργίας του θεσμού.
Έρχονται τα πρώτα εγκαίνια
Εν τω μεταξύ, η συζήτηση γύρω από τις στρατηγικές επενδύσεις δεν αφορά μόνο νέες αιτήσεις και εκκρεμείς φακέλους. Μέσα στις επόμενες εβδομάδες αναμένεται να ξεκινήσει και ένας κύκλος εγκαινίων έργων που έχουν ήδη ολοκληρωθεί, κυρίως στο πλαίσιο των Εμβληματικών Επενδύσεων Εξαιρετικής Σημασίας που χρηματοδοτούνται μέσω του Ταμείου Ανάκαμψης.
Στην κατηγορία αυτή περιλαμβάνονται η επένδυση της Metlen στον Βόλο, η επένδυση της Intertrade στα Οινόφυτα, το έργο της Olympic Air – Aegean για τις εγκαταστάσεις εκπαίδευσης πιλότων και την τεχνική βάση, η επένδυση για την παραγωγή γαλλίου στις εγκαταστάσεις της Metlen στη Βοιωτία και η μονάδα παραγωγής γεωργικής αιθανόλης της BGS Alcohols στην Πάτρα.
Σύμφωνα με πληροφορίες, το πρώτο ορόσημο αναμένεται στις 23 Ιουνίου με τα εγκαίνια της επένδυσης της Metlen στον Βόλο, ενώ θα ακολουθήσουν και οι υπόλοιπες επενδύσεις. Παράλληλα, ολοκληρώνεται και η επένδυση της ΕΛΒΙΟΚ στην Τανάγρα για τη διαχείριση βιομηχανικών αποβλήτων, ένα έργο που πέρασε από μακρά περίοδο αδειοδοτικών και δικαστικών εμπλοκών.
