The aim of the activation of the Social Contribution is to increase the available homes that are untapped and, in cooperation with individuals, new apartments are built available to people in need.

What is Social Contribution?

The Social Contribution is a new way of cooperating with individuals to build more homes without paying the State. Of the new apartments, at least 30% stay in the State and are granted low rent to young people, families and vulnerable households. The remaining apartments are also available on the market for sale, increasing the supply of housing and strengthening the residential reserve.

Where do the new residences come from?

The residences come from two tanks: From real estate (buildings and plots) of the State that until now remained unusable. At the same time, in collaboration with the Ministry of Social Cohesion and Family with the Ministry of National Defence, in some inactive camps, modern residences will be built. 25% of these will be allocated for the housing needs of the Armed Forces and 75% will be used in social housing.

Who are the potential beneficiaries of social housing?

The beneficiaries of social housing are selected by the OPECA, on the basis of social criteria such as income, property and family situation, the age of the children of the beneficiaries and any disability rate.

What does social rental mean? How will it turn out? Will its height be determined by the private contractor/manufacturer?

The social rent will be much lower than market rents. It is determined on the basis of the tenant's income, the value of the property or both, as is done in respective European models. The manufacturer doesn't define it. For each housing complex, the rent is calculated taking into account the land value of each area and specific parameters to be re-defined by Ministerial Decision.

Who cares about maintenance of homes?

Maintenance of dwellings is a key condition for maintaining their value and ensuring the quality of life of residents. For this reason, the possibility of managing social housing is envisaged to be entrusted to a private individual under the Social Contribution Convention. This management includes, inter alia, regular maintenance and repair services, so that the social housing stock remains in good condition and can be reused to new beneficiaries.

Are social housing in separate buildings?

Nope. Social housing is not in separate buildings. They are found in the residential fabric, along with private apartments purchased or rented. This prevents the creation of isolated areas and ensures that there is no distinction with the other properties.

Is the possibility of acquiring the residence envisaged?
