The new digital framework aims to put in order the vast scope of benefits, while at the same time putting in place the vast scope of benefits. «threats» to cut off irregular beneficiaries.

The single database aims to organise on a platform all benefits and benefits, but also to reveal cases of fraud and double payments, through checks and crossings.

It is noted that benefits and aid cost the budget around EUR 13 billion a year.

In this context, details of beneficiaries, such as name, VAT, family status and details of each provision, are already gathered on a digital platform. The type, amount, allocation body and among others.

The first steps

The first steps have already been taken, with the creation of a special working group, which has undertaken, inter alia, to regulate coordination with the Independent Public Revenue Authority or participating Agencies in the pilot project.

Support for the preparation of the Results and Assessment Report by analysing problems encountered in the implementation, drawing conclusions and suggestions for any necessary institutional, technical or operational adjustments.

But also the formulation of recommendations to improve and further develop the Register, including proposals to integrate new categories of benefits or aid, upgrade functions and adapt procedures of the operators involved.

The winners and the losers

The National Welfare Register will have the full picture of all benefits granted to each citizen.

One of the expected results is «End» double payments and irregularities, while one of the objectives is the fairer allocation of aid to specific categories of citizens who really need them.

In practice, this means that it is possible to «cut» cases of citizens receiving benefits without being entitled to them, and the possibility of merging allowances covering similar needs is considered.

In the first phase, the platform will include basic benefits, such as those for the child, housing, heating and unemployment, while gradually expanding to all social benefits.
