From six to ten years old repayment will now spread debt to IRS and insurance funds. In October the Minister for Economic Affairs and Finance is expected, Kyriakos Pierrakakis, submit to the Parliament the order which increase from 72 to 120 doses the exceptional arrangement of debts to AEDs and ECA/CEAs. At the same time it extends until mid-2027 and the deadline for membership applications, which would normally close in December.
The aim is to vote on the order to be completed in the first ten days of November so that the new arrangement will open in the middle of the month. Those who have already joined - or will join in October - in 72 instalments will be eligible for it. For them the dose will be recalculated on the basis of the settlement plan chosen for the remaining debt remaining, reducing the monthly charge accordingly.
However, those who choose to now be subject to the 72-dose regulation (with a view to transition thereafter on 120 November) prevent seizures that may be initiated against them, while stopping immediately and those that have already started, «defrosting» bank accounts, suspending auctions or other mandatory collection measures and recovering control over their payroll and property.
«Breath» repayment
Narin 120 doses and with up to 40% lower payment each month than the current exceptional arrangement of 72 instalments, more debtors will be able to securely serve their old and new debts, with a significantly smaller payment amount, starting at EUR 30 per month.
The change gives debtors additional four years of repayment: from six years, the duration of the regulation goes up to the decade. For hundreds of thousands of debtors monthly payment can thus be reduced by almost 40% compared to the existing 72-dose adjustment plan, facilitating debtors to consistently observe the payment plan they will choose.
For example, for a debt of EUR 3,600, an extension from 72 to 120 instalments may reduce the monthly charge from EUR 50 to EUR 30. This amount is borne by an interest rate of 5.84%, the same as in the permanent regulation of 24 instalments.
Who and how can regulate
The extension of 72 to 120 instalments was imposed by the extension and intensity of the energy crisis which, according to the Ministry of National Economy and Finance, «It significantly burdened the family budget and the operation of businesses, limiting the ability to service debts accumulated in previous years».
The new framework aims to cover old outstanding debts established by 31 December 2024, extending by one year the threshold of the existing 72 instalments, covering debts by the end of 2023.
In practice the new debts created last year or this year will not be included. These should be incorporated into the permanent regulation of ADE, for current tax debts.
However, the transition from 72 to 120 doses will not automatically take place. Those who have already joined and have an active 72-dose setup should submit a new electronic application to the ADE platform when the new application is opened, so that their outstanding balance is recalculated to up to 120 monthly payments. In other words, there is no provision for «broken» automatically the outstanding balance in 120 instalments nor change the amount without the taxpayer's energy.
The procedure is expected to follow the following scheme:
1. The debtor will be connected to myAADE with the personal TAXISnet codes.
2. It will choose the implementation of the new extraordinary 120-dose setting, which will appear in the debt settlement module in November, after the law is passed.
3. The application will show the eligible debts or, for those already in 72 instalments, the balance of the active arrangement that can be transferred to the new scheme.
4. The taxpayer will choose the number of doses, up to a maximum of 120. On his computer screen he will see before the final submission, the new monthly installment, the bill and the total payout amount that will be generated based on the selection
5. The final submission will create the new arrangement. The old 72 dose adjustment, as to the amount transferred, will be replaced by the new 120 dose adjustment.
However, the inclusion in the arrangement and benefits for the debtor will not be activated automatically upon completion of the application. Payment of the first instalment will be required within three working days of the application.
Ability to switch will apply only to debts settled with 72 instalments. On the other hand, amounts of debts which were in other active arrangements at the date of notification of the measure (30 September 2026) are excluded from the regulation.
Step by step the process
In the new application of the 120 installments to be opened, in myADE and in CEAS, the taxpayer does not simply see the amount of the debt or its installment. It will be updated and selected for the following:
* Eligible debts: which of the certified and outstanding debts it has, may be fine
* Number of doses: how many doses choose, up to the maximum allowed by the setting (120 doses with a minimum of EUR 30 per month)
* Amount of first and subsequent instalments: he will see what dose each payment option leads to, with the corresponding interest charge, to determine whether the final monthly charge will be truly sustainable
The budget that the application will show before the final confirmation is the crucial point: the taxpayer must compare the reduction in the monthly dose with the longer duration and additional interest rate costs.
When and which most doses are advantageous
The choice of 120 doses mainly serves those for which the 72 dose adjustment is stifling and creates a risk of loss of regulation. If one can really afford a larger monthly payment, the fewer instalments reduce the total interest costs.
Those who have already set 72 doses need not be raped before seeing the new dosage. Through application they will be able to compare:
* how much is the current monthly dose,
* how much will be formed if it is included in the new 120 dose adjustment,
* how much additional interest will be paid until final repayment.
In any case, the new setting shall only be triggered by the payment of the first instalment in time. If the first instalment is not paid in time, the application will not lead to an active setting. Therefore, the person concerned must not only submit the application but also have money available to repay the first instalment immediately.
For example, in a debt of EUR 40,000:
– with an adjustment in 6 years (72 instalments) the first and each subsequent monthly installment will be 653 euros, while interest will be 7,026 euros by 2032.
– with an adjustment of 5 years (60 instalments) the dose comes out 764 euros and interest of 5,820 euros by 2031.
– with an adjustment of 10 years (120 instalments) the monthly payment is reduced to 434 euros, but total interest will reach 12,045 euros by 2036. The lower dose thus gives a significant breath each month to the debtor (and multiples every year) but by the time the arrangement is over the debtor will have paid a total of 52,045 euros for an initial debt of 40,000 euros.
At the same time, any choice he makes does not exempt the debtor from current or future debts. Debts created or created from 2025 and in the next 10 years will have to be repaid or separately subject to the fixed settlement with 24 instalments, while the debtor must not be found with new outstanding liabilities because then he will lose the arrangement.
