A national pension will also be received by the pensioners with aid of EUR 400 announced by the Prime Minister who will be given on a permanent basis every November, beginning in November 2026. The beneficiaries are extended to 2.2 million from 1.87 as the income and assets criteria applicable in previous years are abolished and the only condition for granting the allowance is that the pensioner is 65 years old.

The provision as announced yesterday by the Prime Minister increased by 100 euros (from 300 to 400) and is approaching the amount of the national pension of 446 euros today.

The allowance will also receive disabled and uninsured elderly persons thus joining the circle of benefits vulnerable social groups who often face increased living needs. The allowance will be entitled from now on to widows from their 60 years (and not from 65), since widows' pensions are their only source of income.

At the same time, at the end of December, all 2.5 million pensioners enter the cycle of annual increases as the mechanism of personal difference is finally abolished and the full increase will now be granted to 670,000 pensioners who have a remainder of the personal difference. We recall that in 2026, with the abolition of the personal difference in two instalments, a large proportion of pensioners only got half the increase. With the complete abolition of the difference, all pensioners will now receive real increases, as the difference does not exhaust the amount of the increase. The remaining amount of the personal difference will continue to be paid as a separate part of the pension, which however will not be increased but will remain stable.

According to the examples reported by the Prime Minister, a pensioner of 823 euros will receive an annual increase of 208 euros (i.e. estimates that the increase will amount to 2.4%) and the annual benefit if calculated and the 400 euros allowance will reach 608 euros. The annual benefit for the 1086 euro pensioner will be 684 euros and for the 1,716 euros pensioner, 849 euros.

Officials: As of December 2027, that is, in 15 months, about 720,000 civil servants will receive each Christmas allowance of EUR 500 mixed, a provision that has a partial form of 13th salary. We recall that gifts and allowances were abolished 15 years ago in the years of the memorials. The allowance will also be taken into account in calculating the pension, increasing the amount received by the civil servant after leaving work. The Prime Minister even mentioned concrete examples of the benefit of civil servants:

– Public employee 40 years old, with two children and a net salary of 1,450 euros, will see an increase of 562 euros net in 2027 and an additional 402 euros in 2028, a total benefit of 964 euros.

– Newer civil servant with a salary of 1,123 euros will benefit 609 euros net in 2027 and an additional 424 euros in 2028, a total of 1,033 euros additional income, almost one more salary.

We note that the cost of returning the 13th and 14th salaries to the State is estimated to be EUR 2.3 billion, along with the employer contributions. Only the 13th salary «costs» about 1.1 billion euros.

Public officials at all levels will receive a 30-euro increase from 1 April 2027 following the increases to be granted to the private sector.

Minimum wage

– Employees in the private sector who are paid with minimum wage will receive a double increase with a horizon of 2028. In April 2027, the minimum wage as the prime minister said would exceed the government's goal (which was 950 euros) while in January 2028 the salary would reach 1000 euros. A corresponding horizontal increase will be received by civil servants while the increase will bring the three-year private sector together.

– However, according to the examples given by the Prime Minister, the increase on 1 April will range around 30 euros and from 920 euros, the salary will reach 950 euros.

– Thus, a paid minimum wage and a three-year service will receive a salary of 1045 euros.

Examples:

– Young with basic salary, benefit 414€ 2027 and 1,040€ 2028.

– Employee with three 3 years with 959€ Clearly, you will see an increase of 1,055€ 2028.

Three years: We note that thousands of employees in the private sector paid for the minimum wage will see for the first time in their pocket and the increase from the three-year period which has been «thawed» from 1/1/2024.

In particular, the employees employed in recent years (since 2024) on 1/1/2027 will be employed in the «build» in their first three years and will be entitled to a 10% increase in their wages. For example, a worker without prior service and remuneration with a minimum wage of EUR 920 will be entitled to an increase of 10% and a new salary of EUR 1012 which within 2027 after the annual increase will be at least EUR 1045.

We recall that for employees with a dependent working relationship, an increase of 10% is foreseen for each three-year period of service and up to three (3) three-years, i.e. a total plus 30% for a period of 9 years or more.

At the same time, the reduction in insurance contributions by half a percentage point from 1 April 2027 will increase the net income of employees while reducing the burden on businesses. In addition, the reduction in non-wage costs will contribute to the increase in employment and wages and through them will compensate for the loss of revenue that the EPCA will have from the reduction of contributions (about 220 million per year).
