To put order in the digital transition of agricultural products «from the field to the shelf» The ADE, with new clarifications on the digital mission bulletins to be kept by farmers. However, not all farmers belong to the same category. Others will issue the document themselves, others will be exempt, while in several cases the digital obligation can be undertaken by the trader, cooperative or oil mill instead of the producer.

On the basis of the new clarifications it has issued, the AADE is clarifying which farmers should be able to make use of «cut» digital traffic bulletins, who are excluded and what changes in the popular markets, olive oil mills and nearby transports between land and warehouse. But all this, temporarily for the next two months of the transition. From 12 October the obligation will apply universally, it will appear who and whether they will be able to adapt to the changes.

On the basis of the new decision (cyclical E.2038/2026) of the commander of the AADE George Pitsilis:

· persons belonging to the special VAT scheme (small producers with certain roots)» in the village or a small production such as peaches, etc.) they will not issue a digital shipping bulletin themselves. This work is done by the recipient, e.g. merchant, oil mills or cooperative, with a quantitative receipt.

· professional farmers of the normal VAT regime, and heteroprofessionals who also have a parallel agricultural activity, may, in some cases, leave the issue to the counterparty with an indication «Reverse Traffic» - subject to the consent of the buyer.

· for the transport of products between a field and a warehouse of the same producer, no digital bulletin is needed if the distance is up to 10 km. A question mark remains, however, when there is no balance in the field, what will apply to the transfer to the weighing point (which may be, for example, 500 meters away from the field) if it does not issue a Shipping Bulletin. In theory, in the context of a possible - rigorous - control, the fine could be 5,000 euros.

· for the popular or outdoor markets, the aggregated shipping bulletin may be a manuscript up to 11/10/2026 (the starting date of the 2nd phase), while from 12/10/2026 it becomes mandatory digital for all professionals, farmers.

· What's not sold comes back with the same bulletin. A quantitative receipt shall be issued on return to the facility. The aim is to facilitate the implementation of the measure by producers and sellers.

In other words, AADE recognises the difficulty of transition and tries to facilitate, clarifying that the system is not the same for everyone: otherwise the small producer of the special regime will work, or the professional farmer, or the oil mill or the popular market. In order not to cause chaos, exceptions, transitional dates and special rules for refunds, unspoiled products and nearby transport have been set.

In particular, based on the new framework:

1. The aim is for the small producer not to have to run the digital document himself. It remains to be seen how this will be implemented in practice: whether the trader commits himself to it or, if the trader refuses, the obligation to issue will return to the farmer.

2. For farmers of the normal VAT regime, things are more complex. However, there is flexibility there too. In some cases, the ACE allows the document to be issued not by the farmer himself but by the counterparty, i.e. the trader, cooperative or oil mill. In this case enter the indication «Reverse Traffic»And this arrangement is crucial in its implementation, because it aims to make daily work practically easier when transport is done with the producer's own vehicle.

3. The circular also provides that there is no need for a digital bulletin when the products are transported between fields and storage areas of the same producer, provided the distance does not exceed 10 km. This measure solves the hands of many farmers who make small, daily transfers.

4. Specific rules are also laid down for popular markets and outdoor markets. Until 11 October 2026 the manuscript version of the Concentration Bulletin of Mission is still allowed, while from 12 October 2026 the publication will be mandatory digitally.

However, if some products remain unsold - as often happens - it does not have to be done «inventory» Every time the market is off. The products will return with the same card to the manufacturer's headquarters and a quantitative receipt will be issued there. If the producer goes to more than one popular market without returning to his headquarters in the meantime, the original document covers the entire route. However, it remains to be seen whether the procedure can be followed accurately, in the (often) case where the producer has thrown the rest of the production into «brown bins» food and returns without load to its headquarters.

In addition, AADE provides that if there is a connection or power failure, the transaction is not interrupted. The document may be issued handwritten (if the transaction is done outside the installation) or with a relevant indication and transmitted later, when the connection is returned.
