The new State Credit Assessment System goes ahead for citizens and businesses, but the special a solvency certificate for rental of residence; known as «Renters' Group», stays outside the first phase of implementation.

His disappointment at the deferral of the measure and the hope that he will be incorporated into the near future expresses in in the president of the Pan-Hellenic Federation of Property Owners (DOORBELL RINGING) Paradis Stratos.

Theodoris Karyotis, on behalf of the Association of Renters of Thessaloniki, states that the «freeze» The Committee on Social Affairs, Employment and the Working Environment, on the proposal from the Commission to the Council (COM(90) 649 final — Doc.

What the new Credit Assessment System provides for

The Credit Assessment System promoted by the Ministries of National Economy and Finance and Digital Governance will collect and process data exclusively from public sector bodies in order to give rise to a single picture of the credit capacity of natural and legal persons. The system will also be able to exchange scores with recognised credit rating agencies, producing a consolidated rating to be issued through a relevant certificate within 24 hours of an electronic request from the person concerned.

The function is based on four stages. First data are collected and cross-referenced from available public sources, then data processing and production of credit scores, then informing the citizen or the company of the result and finally access to the history of ratings with the possibility of requesting correction when errors or deficiencies are detected. Each citizen will thus be able to know his credit image and seek correction of data that adversely affect his rating.

The solvency certificate for tenants is not part of the new system, at least in its first phase of operation.

What's the delay? «Renters' Group»

Market sources attribute the decision to the increased requirements created by the processing of sensitive personal and economic data, as well as the need to establish a clear institutional framework to protect personal data and prevent the unjustified exclusion of citizens from the home market. A system to be used in leases should provide for objective criteria, transparency in the method of scoring and the possibility of correcting or challenging the data by the citizen concerned. The idea is not new, as it has been wandering through ministerial drawers since 2024, without ever having reached a final legislative form. Indirectly but clearly the owners' bodies recognise that the measure «freeze» as it would also cause reactions in the face of ICU, at a time when the housing crisis is becoming a major problem.

THE POME’S POSITION

The non-inclusion of the measure leaves unfulfilled the expectations of several owners, who felt that an optional solvency certificate would limit the occurrence of underpaid persons and provide greater security to new leases.

«Unfortunately one of the key issues that particularly concern property owners is not resolved, the issue of an elementary knowledge of the trading behaviour of people to whom they are called to trust assets often of very great value», declares to in the Chairman of POMIDA.

Mr. Paradis believes that such a certificate would help more homes to enter the long term lease market, as many owners hesitate to rent to strangers without any guarantee of consistency. To the question whether the owners already request clearing or tax information from prospective tenants, he replied that these are elements that the person concerned should provide himself to build trust, proving permanent work and absence of debts.

It was also asked if one «Renter's service» would operate as a barrier to vulnerable households with regulated or irregular debts to the public or banks. Mr. Paradis replied that it matters not only if someone owes but how much, where and for how long, arguing that the basic criterion should be solvency as it is certified by a competent authority. It recognizes that the «fescia» in the rental market have not increased and remain a minority but problematic phenomenon. «Serial batteries are few, but particularly polypragmous.»He tells us.

The objections of tenants

When the planned tenant solvency certificate was announced, a storm of protest had arisen. The Panhellenic Rent Protection Association had described the proposal as unacceptable, arguing that it degrades tenants to second-class citizens. «Such an arrangement will brutally violate the tenant's personal data, since every third party under the pretext of leasing will be able to enter the platform and gain knowledge of any individual's personal data.», PASYPE pointed out.

The Thessaloniki Association of Renters has described the measure as a way to mass starvation, pointing out how the mechanism originally proposed does not separate the debts from those to the public or banks. In a country where unemployment, austerity and precarious work continue to lead people to a failure to pay, the union estimates that nearly half the population could be nominated for the so-called blacklist. Human cases of illness, unemployment or loss of income, as well as difficulties due to tax on the basis of evidence, could thus lead to characterization «insolvent» And finally in jest, according to the union.

Positive actions are required

«It is not enough that the government does not take measures against tenants, but it must actively take care of the housing security of the population.» declares Theodore Karyotis, on behalf of the Association of Renters of Thessaloniki.«It should be applied directly to rents, as applied to 16 of the 27 countries of Europe, and a serious investment in social housing should be made.», complete himself.

«It is positive that an anti-social law such as ‘Teresian tenants’ has not passed for the time being, but we have another anti-social law recently passed, about exotic expression», points out. Mr. Karyotis refers to the new procedure for issuing an order to pay a salary, but he tells us «accelerates how quickly a tenant will be found outside his house after the contract is terminated. The measure doubles the most vulnerable and family, in an environment where to find a home accessible and suitable can do six months to a year»

The temporary withdrawal of the government does not reassure them, on the contrary. «We continue to have clear demands for a change of course in terms of housing, not just concrete measures At the moment there is a terrible one in terms of protecting employees' rights against tenants' rights», concludes the representative of the Rent Association.
