A series of problems from the new system for submitting IACS declarations on agricultural subsidies.
On Monday (August 31st) the Committee of the Central Banks of Crete met and recorded the problems they face during the 2026 submission process and updated the list of technical issues and functions which, according to them, are necessary to be added to the platform. But in communication with other colleagues from other regions, they found that the situation is similar.
AADE is attempting to respond to some points concerning the ELGA and Community pastures. Nevertheless, protests by producers, especially farmers, exist in Epirus, especially for pastures. In various areas of Greece there is also an issue with the issue of land or pasture rents, where there are many heirs, resulting in the risk of the process being blown into the air asking all documents from all beneficiaries, instead of the one managing the estate or pasture. Producers feel that the problem of Greek public administration is being paid by them instead of cross-checking by the system itself.
ACCESS TO FRAMEWORK AND VOTE MAP
Issues recorded include, inter alia, how to access the platform. For the purpose of protecting personal data, it is recommended that the user access to myAGRO is done with username and password through user management rather than with the personal TAXISnet codes. At the same time, it is requested to restore the field «Book Number» the general details of the application, with the possibility of user registration.
The observations concerning the cartographic background are also important. Another (imaging) level (layer) is requested to be added to the digital map with the areas of the Land that are under suspension, but also layers with the plots of previous years, such as 2025, 2024 and 2023. At the same time, it has been requested to be able to copy polygons from the layerers of the maps and attach them to the fields of 2026.
The platform also does not show the layerer of the Active Technical Sheets, while problems are highlighted in mixed-owner land and in the plots of co-ownership, where mandatory errors regarding differences in the sum of areas declared by the ATAK appear during validation.
PROBLEMS AND FACTS PROPERTY
Lacks are also found in the ownership regime. As they say workers in the CSOs, there is, according to the record, no heritage choice at the origin of the property, no possibility of excluding ATAC due to death, and a corresponding provision is also requested for cases of CAK exception. At the same time, there is no possibility to transfer parcels between a transferor and a recipient, nor is there a possibility to declare more KAU on the same parcel.
Problems are also recorded in how to obtain data from E9. In the ownership tab the system shows the ATAK, but not the area of pasture declared by the producer in E9. In addition, the column appears «COMMUNITY OR PUBLIC DEPARTMENT» instead of the location column.
NEW PROBLEMS IN COMBINATION OF DATA
As Geotechnicalians from the KYDs argue, when the producer amends its E9 data, there is no direct update of the platform, resulting in the need, according to the registration of the problems, to delete and re-add the parcel in order to update the data on the origin tab.
Especially for moving farmers, the system shows only the registration of the main stable and not the registration of the moving stable.
The practical issues also include the absence of the possibility of exporting the EAE to other file formats, such as JSON, as well as the lack of the necessary printers in PDF and XLS, which existed in EAE 2025 and are considered necessary to monitor applications.
POWERS AS TO CHANGES DATA FROM THE USER
It is also requested that voluntary registration of the manufacturer's contact details is possible. Today the mobile phone and email fields on the tab «Holder» they appear pre-filled and cannot be modified by the user.
Another issue, raised by the CDCs, concerns the ELGA, as the total debt of the producer does not appear in the EIA tabs. Information and printing capacity has been requested so that the producer can know the amount of his debt.
Finally, it is requested that the parametric files and, in particular, the BCC should be displayed in order to enable users to search for the necessary information.
THE INSTITUTIONAL REQUEST FOR FUNCTIONAL FUNCTIONING
In addition to the technical problems, there is also concern about the new institutional framework for the operation of the CDCs, which is still being formed.
A particular debate has raised the issue of co-responsibility and penalties for errors in statements. The position expressed by the CDCs is that penalties should be imposed when fraudulent and not for errors that can be corrected and for which there is no intention of misleading.
In the same context, the issue of the incompatibility between the R & D and the producer is raised. The inter-business of the CIs is that the audit should concern the legality of the application and not the relationship between the CI and the producer in itself. This relationship, they argue, can only be considered in the event of a mistake if fraud occurs.
Tetramene extension calls for the cells
The CSRs of Crete estimate that it takes four months after the platform is fully operational in order to complete the IACC process in a way, as they claim, complete, correct and safe.
The request is linked not only to technical malfunctions but also to the fact that it is a new working environment and a new institutional regime, which is accompanied by new obligations, contracts and changes in the pricing of services. Thus, the Ministry of Rural Development and Food, essentially, as everyone appreciates, opens the way for new burdens for farmers, due to bureaucratic costs.
In fact, on the part of the CIRRs, it is noted that if the prescribed penalties of EUR 5,000 to EUR 25,000 remain for each error, even where there is no deceit, the four months from the full operation of the platform is considered necessary and non-negotiable. With the deadline pressing and important functions still pending, the next period is expected critical for the smooth completion of the 2026 IACS.
