The other day, at a coffee shop, I heard two tables arguing about the exact same thing without realizing it. In one, company protested that «Everything was accurate, skinned.». Next door, the same about age group applauded the fashion of imposing duties.

I wanted to get up and join them. Because the duty that cheers one table is exactly the bill that pays, swearing, the other.

Let's just say it so he doesn't need a degree. Duty is not punishment that falls to the Chinese, German or Greek worker. It's a tax the consumer pays at the supermarket counter. The US puts 20% duty on Greek metal, the water pump that the American buys and imports Greece from America. Consistently, tomatoes are expensive at the end of everything.

«Save» A thousand places in a steel mill and you charge the cost to ten million households. Although he gets a salary, he doesn't pay for the hidden ditch. And then we wonder exactly.

There is a category of citizens who in the morning is protesting in fact and in the evening cheers for tariffs. It wants high wages, low prices, guaranteed jobs and, if possible, for the state to ensure this with a signature. These in ideal conditions exist only in hen farms and pighouses «Comrades».

Unfortunately, in the economy accounts are not paid by slogans. Duty is tax. He can be baptized «protection of national production», «economic patriotism» or «recovery of sovereignty», but in the store register it appears under its real name: higher price.

Where a duty is imposed on an imported product, there are three main possibilities. Whether the cost is passed on to the consumer or absorbed by the company by limiting its profits and investments, or shared between the two. Under no circumstances does it disappear as by magic.

The state has not discovered any way to tax foreigners without affecting their own citizens. If this had happened, we would have long solved the budgetary problem of humanity.

Tariff supporters respond that this is how jobs are protected. Sometimes they are protected – in the industries that accept protection. But the question is at what cost and who pays it.

If you protect a domestic steel man with customs duties, you'll probably save some jobs in it. At the same time, however, you increase the costs for steel-using industries: construction, car manufacturing, engineering. Protected jobs can be seen. Those who are lost or never created in the other branches do not appear on television footage.

This is one of the oldest tricks of politics: benefits are concentrated in an organized group, while costs are implicitly shared with millions of consumers. The few favorees know exactly what they gain and demonstrate in favour of protection. Many lose a few euros in each market and usually do not realize who took them.

Then they complain, actually.

Customs duties may have a place in a limited strategic policy: defence, energy security, critical raw materials or in countries which aggressively subsidize their exports. However, the targeted protection of a vital supply chain and the conversion of the entire economy into a greenhouse. In the greenhouse plants survive, but often they are unable to stand alone out of it.

Permanent protection does not create competing companies. It creates businesses specializing in relations with power. Instead of investing in technology, productivity and better products, they invest in lobbyists and political acquaintances. It's cheaper to convince a minister to tax your competitor than to convince a million consumers that your product is worth more.

Adam Smith had explained two and a half centuries ago that the wealth of nations is not in the vaults or customs, but in specialization, productivity, exchange and market expansion. We, however, grew up in a country where five versions of Marx's Capital were released and a late, dusty edition of the Wealth of Nations.

Μάθαμε να αντιμετωπίζουμε το κέρδος ως κλοπή, τον ανταγωνισμό ως συνωμοσία, τις εισαγωγές ως ήττα και τις κρατικές επιδοτήσεις ως δωρεάν χρήμα. Ακόμη και πολλοί αυτοαποκαλούμενοι φιλελεύθεροι πιστεύουν στην ελεύθερη αγορά μόνο όταν τους εξασφαλίζει κέρδη ή φοροδιαφυγή. Μόλις εμφανιστεί ένας αποτελεσματικότερος ανταγωνιστής, ανακαλύπτουν τα πλεονεκτήματα του προστατευτισμού.

Η οικονομική ελευθερία, όμως, δεν είναι μενού εστιατορίου για να διαλέγεις μόνο όσα σε βολεύουν. Αν θέλεις τον ανταγωνισμό όταν μειώνει τις τιμές, πρέπει να τον αποδέχεσαι και όταν αναγκάζει μια επιχείρηση να προσαρμοστεί. Αν θέλεις εξαγωγές, πρέπει να αποδέχεσαι και τις εισαγωγές. Δεν μπορεί κάθε χώρα να πουλάει περισσότερα και να αγοράζει λιγότερα ταυτόχρονα. Η αριθμητική, σε αντίθεση με τους πολιτικούς, δεν είναι λαϊκίστρια.

Οι κοινωνίες δικαιούνται να επιλέξουν μεγαλύτερη αυτάρκεια και περισσότερη ασφάλεια. Πρέπει όμως να γνωρίζουν ότι αυτό έχει τίμημα. Μπορούμε να έχουμε περισσότερη προστασία ή χαμηλότερες τιμές. Σε ορισμένες περιπτώσεις μπορούμε να βρούμε μια ισορροπία. Δεν μπορούμε όμως να έχουμε απεριόριστη προστασία, χαμηλές τιμές και υψηλή ανταγωνιστικότητα μαζί.

Όποιος υπόσχεται και τα τρία δεν ασκεί οικονομική πολιτική. Πουλάει θαυματουργό νερό δια πάσα ασθένεια…

Και όσο οι πολίτες χειροκροτούν τον φόρο στο τελωνείο και καταριούνται την ακρίβεια στο ταμείο, τόσο οι κυβερνήσεις θα συνεχίζουν να τους τον σερβίρουν – μαζί με τον λογαριασμό.

Μάλλον ειρωνικός είναι ο τίτλος γιατί νομίζω ότι οι άνθρωποι που περιγράφετε δεν είναι κατά βάθος ευτυχισμένοι. Αναζητούν εναγωνίως κάποιους άλλους να κατηγορήσουν για ό,τι συμβαίνει. Μάλλον, δείχνει ότι θεωρούν ένοχο τον εαυτό τους. Νοιώθουν την ευθύνη τους ως ενοχή και βιάζονται να κατηγορήσουν άλλους, πριν κατηγορηθούν οι ίδιοι. Όπως
γράφετε «…προτιμά την παρηγορητική συνωμοσία από τη δυσάρεστη ευθύνη»! Ανευθυνότητα! Σαν συμπεριφορά μικρού παιδιού φαίνεται περισσότερο.

Ψυχολογικό είναι το θέμα. Δόξα τω Θεώ υπάρχουν πολλοί Ψυχολόγοι στη χώρα μας!
