New measures to contain fuel costs progress the government, the prime minister announced Kyriakos Mitsotakis in the weekly review. As he said, in addition to the 10-minute reduction in the price of petrol and by 5 minutes in the diesel already implemented with the funding of refineries, the state will cover an additional 10-minute discount per litre on fuel for the entire August, raising the total reduction to 15 minutes per litre.

«If there is a real credibility test for a government, this is, without a second thought, her ability to transform commitments into tangible work that changes for the better the everyday life of many. And that is exactly what the tradition of the Kalabaka-Grevena department to E65 that we did this week expresses. We're talking about one road line 182 km which began nearly 20 years ago, went through forty waves, stuck in the years of the economic crisis and was finally completed thanks to our persistent effort to join the Recovery Fund. E65 is now essentially joining the south and northern Greece, it is part of the Trans-European Transport Networks linking the Thessaloniki-Egyzones motorway with the Egnatia Road and dramatically shortening travel times to Thessaly, Western Macedonia and Epirus. I am really proud that this iconic work is being handed over to the citizens, who are coming to be added to the Patra-Tower that is completed and to the BOAK that is on track for implementation.
Works like E65 show in practice how much they helped us the resources of the Recovery Fund. But the thing is, it's what happens from now on. So the answer is the new National Development Programme, total budget EUR 23 billion, exclusively from national resources, which is the country's central national development tool for the next five years 2026-2030, complementary to the EU's Community resources that we claim for the period 2028-2034. Our goal is for these resources to take place in every corner of Greece, financing critical needs, from roads, schools and hospitals, to water projects, digital services, support for small and medium-sized enterprises, housing and demography. This is our commitment that the effort for a better everyday life does not stop with the completion of the Recovery Fund.
But we know that this everyday life is often threatened by exogenous turbulence. Developments in the Middle East are unfortunately becoming increasingly worrying after the new escalation of conflicts and the collapse of the truce between the US and Iran. No one today can predict where this crisis can lead, nor what its impact will be on international energy prices and, ultimately, on the cost of living. Our country cannot influence what is happening outside its borders. But we are trying to limit as much as possible their consequences for the citizens. I change the subject and come to a number of important interventions on everyday life and social protection voted this week in Parliament. Firstly, and «with the dot» We have now restored a great injustice of years in widowing pensions by abolishing its cuts Tsipras-Katrugalu law. Thus, 8,500 pensioners will see their pension doubled, 75,000 pensioners will continue to receive 70% and will not owe the EPCA a single euro, the 122,000 pensioners who have two national pensions will no longer suffer the reduction of one of them and the debts they had been created will be erased, while the children who lost both their parents will no longer receive the entire national pension. At the same time, as I told you, we first set clear rules on electric skates to protect young people on the streets, prohibiting their use to people under 17 years of age, setting mandatory insurance and stricter fines, while creating an Electronic Register for effective controls. Finally, the law of the state now becomes 4 permanent policies for People with Disabilities, the Personal Assistant, the Early Child Intervention for all children, the organized education for people with disabilities and the new program for Home Accessibility, with a guaranteed 85m euros per year. Together, we voted on 4 important housing interventions, creating 2,000 social housing in inactive camps, broadening the Demographic Development Programme and giving tax incentives for social housing and Supported Living Housing.
However, in the case of housing, this week was adopted by the National Strategy for Accessible Housing. It is our road map for the next decade, with 50 meters and over 6.5 billion euros, aimed at building or refurbishing nearly 20,000 residences and over 8,500 student restaurants. Let me also say that 36 of the 50 measures are already included in the digital housing policy portal Stegasi.gov.gr, while the remaining 14 are new proposed measures. Our goal is to put more properties in the market, to retain rents and give a real breath to the incomes of our young and most vulnerable fellow citizens.
It is also in the same direction as practical support for the family, ξεκίνησαν οι αιτήσεις για τα vouchers στους παιδικούς σταθμούς και τα ΚΔΑΠ (έως 5 Αυγούστου στο www.eetaa.gr). Αυξάνουμε τους πόρους στα 393,5 εκ. ευρώ από 270 εκ. το 2019, ενώ η μεγάλη καινοτομία φέτος είναι ότι όλα τα παιδιά των πολύτεκνων οικογενειών εντάσσονται στους σταθμούς χωρίς κανένα εισοδηματικό κριτήριο.
Στο μέτωπο των συγκοινωνιών τώρα, έχουμε πολύ ευχάριστα νέα τόσο για τη Θεσσαλονίκη όσο και για την Αθήνα. Στη Θεσσαλονίκη παραλάβαμε 50 ολοκαίνουργια ηλεκτρικά, αρθρωτά λεωφορεία που μπαίνουν στην κυκλοφορία από τον Σεπτέμβριο, ειδικά για τη σύνδεση με το αεροδρόμιο, ενώ στην Αθήνα κυκλοφορούν ήδη 125 νέα ηλεκτρικά οχήματα και προχωρούν έργα αναβάθμισης των μέσων σταθερής τροχιάς. Παράλληλα, προκηρύχθηκε ο διαγωνισμός για την πλήρη αναβάθμιση και εγκατάσταση κλιματισμού σε συρμούς πρώτης γενιάς του μετρό, ενώ υπογράφηκε η σύμβαση για την αναβάθμιση της προσβασιμότητας στον σταθμό Καλλιθέα. Κι επειδή θέλουμε να διευκολύνουμε όσους σκέφτονται να περάσουν στην ηλεκτροκίνηση, αυξάνουμε κατά 10 εκ. ευρώ το πρόγραμμα «Κινούμαι Ηλεκτρικά ΙΙΙ» και δίνουμε παράταση στις αιτήσεις μέχρι το τέλος του 2026.
Από τις μεταρρυθμίσεις που για δεκαετίες συζητούνταν αλλά δεν προχωρούσαν, ξεχωρίζω εκείνη που ανοίγει την ελληνική ανώτατη εκπαίδευση στον κόσμο. Αυτή την εβδομάδα υπογράφηκαν οι άδειες εγκατάστασης και λειτουργίας για επτά ακόμη παραρτήματα διεθνών πανεπιστημίων που θα λειτουργήσουν από το ακαδημαϊκό έτος 2026-2027, μετά από αυστηρή αξιολόγηση και με τη σύμφωνη γνώμη των αρμόδιων ανεξάρτητων αρχών. Ανάμεσά τους βρίσκονται κορυφαία πανεπιστήμια όπως το Georgetown University, το Iowa State University, το Roger Williams University, το Ευρωπαϊκό Πανεπιστήμιο Κύπρου, καθώς και τρία ιδρύματα που επαναξιολογήθηκαν επιτυχώς. Ακολουθεί πλέον η πιστοποίηση των προγραμμάτων σπουδών, ώστε κάθε νέος και νέα να γνωρίζει ότι οι σπουδές που θα επιλέξει πληρούν τα υψηλότερα ακαδημαϊκά πρότυπα. Πρόκειται για μια ιστορική αλλαγή που βάζει τέλος σε μια ελληνική ιδιαιτερότητα δεκαετιών και δημιουργεί περισσότερες επιλογές για τους φοιτητές, συγκρατεί πολύτιμο ανθρώπινο κεφάλαιο στη χώρα, προσελκύει διεθνείς συνεργασίες και ενισχύει την έρευνα και την καινοτομία. Και θέλω να τονίσω κάτι ακόμη: η ενίσχυση των μη κρατικών, μη κερδοσκοπικών πανεπιστημίων δεν γίνεται σε βάρος του δημόσιου πανεπιστημίου. Αντίθετα, προχωρά παράλληλα με τη μεγαλύτερη επένδυση που έχει γίνει εδώ και δεκαετίες στα δημόσια ΑΕΙ, με περισσότερη χρηματοδότηση, νέες φοιτητικές εστίες, καλύτερες υποδομές και μεγαλύτερη εξωστρέφεια. Γιατί ο στόχος μας δεν είναι να περιορίσουμε τις επιλογές των νέων, αλλά να τις πολλαπλασιάσουμε. Με την ευκαιρία, να ευχηθώ καλή επιτυχία σε όλα τα παιδιά που εισάγονται στην ανώτατη εκπαίδευση μετά την ανακοίνωση των φετινών βάσεων και, ταυτόχρονα, σε όσα παιδιά δεν πέτυχαν τους στόχους τους να ξέρουν το εξής: τίποτα δεν τελειώνει στις φετινές εξετάσεις, έχετε όλη τη ζωή μπροστά σας για να προσπαθήσετε και να πετύχετε τα όνειρά σας.
Να περάσω στον τομέα της οικονομίας, όπου ο αναπτυξιακός νόμος που υποστηρίζει επενδυτικά σχέδια ελληνικών επιχειρήσεων πλέον «τρέχει» με υψηλές ταχύτητες αφήνοντας οριστικά πίσω τις καθυστερήσεις του παρελθόντος. Ξεκλειδώσαμε πάνω από 134 εκατομμύρια ευρώ σε φοροαπαλλαγές για 90 επενδυτικά σχέδια στον τουρισμό και τη μεταποίηση, ποσό πενταπλάσιο από πέρυσι. Μια σημαντική εξέλιξη υπέρ της πραγματικής οικονομίας και της ανάπτυξης, γιατί ρευστότητα στις επιχειρήσεις σημαίνει περισσότερες επενδύσεις και περισσότερες θέσεις εργασίας με καλές αμοιβές.
Στην εθνική άμυνα, προχωράμε σε μια από τις πιο ουσιαστικές ενισχύσεις των Ενόπλων Δυνάμεων των τελευταίων ετών. Το ΚΥΣΕΑ ενέκρινε 10 νέα εξοπλιστικά προγράμματα άνω των 4 δισ. ευρώ, με αιχμή του δόρατος την «Ασπίδα του Αχιλλέα», ένα ολοκληρωμένο σύστημα διοίκησης και ελέγχου απέναντι σε κάθε απειλή. Το σημαντικό είναι ότι η Ελληνική Αμυντική Βιομηχανία συμμετέχει ενεργά με 700 εκ. ευρώ, ενώ 8 από τα 10 νέα υποβρύχια οχήματα ειδικών επιχειρήσεων θα κατασκευαστούν εδώ, στον Σκαραμαγκά. Το πρόγραμμα περιλαμβάνει επίσης νέα μεταγωγικά αεροσκάφη Embraer και την αναβάθμιση των τεσσάρων φρεγατών ΜΕΚΟ. Κι επειδή η ισχύς των Ενόπλων Δυνάμεων είναι οι άνθρωποί της, επενδύουμε στο έμψυχο δυναμικό μας στέλνοντας αξιωματικούς για μεταπτυχιακά στις ΗΠΑ, με εξειδίκευση στην τεχνητή νοημοσύνη και τα αυτόνομα συστήματα.
Κλείνω όπως συνηθίζω στις τελευταίες ανασκοπήσεις, με πολιτισμό. Τρία πολύ σημαντικά μνημεία της Ηπείρου, το Τζαμί της Καλούτσιανης, το Οθωμανικό Λουτρό στο Κάστρο των Ιωαννίνων και το Κάστρο της Κιάφας στο Σούλι, αποκαταστάθηκαν από το Υπουργείο Πολιτισμού και παραδόθηκαν στην τοπική κοινωνία από τον Πρόεδρο της Δημοκρατίας. Είναι έργα που ζωντανεύουν ξανά την ιστορία της περιοχής και δίνουν νέα ζωή σε αυτούς τους χώρους, στο πλαίσιο της προσπάθειας που κάνουμε να προστατεύσουμε και να αναδείξουμε την πολιτιστική μας κληρονομιά σε κάθε γωνιά της Ελλάδας.
