Reduction 40 minutes in heating oil, 20 minutes in diesel drive, 10 minutes in unleaded and 30% increase in heating allowance announced by the government, as part of civil support measures against the international energy crisis.

In particular, as announced in the specialisation of measures by the Minister for Environment and Energy Stavros Papastavrou and by the Deputy Minister for Economic Affairs and Finance Thanos Petralia:

From 15 to 31 October, activated three direct State subsidies to the pump:

  • 20 minutes per litre in heating oil,
  • 15 minutes per litre in diesel oil;
  • 10 minutes per litre in unleaded petrol of 95 octane (from 17/10).

The subsidy shall apply directly to the selling price, without application or income criteria. The benefit reaches the consumer immediately.

The cost of the three interventions for the second half of October is EUR 46 million.

Discounts in refineries

The discounts previously announced by the refining companies are added to the State subsidy by forming the overall benefit as follows:

The state and refineries jointly absorb 40 minutes of each litre of heating oil and 20 minutes of each litre of diesel motion.

Heating oil: From EUR 1,95 to EUR 1,55 – Actual cost close to EUR 1,35 for beneficiaries of the allowance

Heating oil is expected to start available at an average price of approximately 1.95 euros per litre, with a possible range of 1,90 to 2 euros, depending on the evolution of international prices.

With the combined intervention of the State and refineries:

  • The price is reduced by 40 minutes per litre.
  • The estimated value in pump drops to 1.55 euros per litre (from 1.50 to 1.60 depending on developments in international prices).
  • For households eligible and increased heating allowance, the actual cost, based on the above, corresponds to approximately EUR 1,35 The liter.

In other words, for the beneficiaries of the heating allowance, combined State support and the reduction of refineries significantly reduce the actual cost, compared to the EUR 1,75/litre which closed in April. For these beneficiaries, total relief covers most of the increase.

Extraordinary 30% increase in heating allowance for the entire winter

In addition to reducing the price on the pump, the government progresses to a horizontal increase of 30% of the heating allowance for the winter season 2026-2027.

The increase concerns all subsidised forms of energy: heating oil, electricity, natural gas, firewood, pelett and other eligible fuels.

  • The maximum allowance is increased from EUR 1,200 to EUR 1,560.
  • Income and asset criteria remain unchanged.
  • Last year 1,17 million households were strengthened for all forms of heating.
  • About 750,000 households, or almost 60% of those using heating oil, are estimated to meet the criteria for the relevant allowance.

The aid is particularly important for lower income layers, as it is added to the horizontal reduction in pump price.

Practically, a household that would be entitled to benefit 500 euros will receive 650 euros. A household with an allowance of 800 euros last year will receive 1,040 euros this year.

The application platform is expected to open until 10 November, while the advance, which also increases by 30%, is expected to be paid by 23 December 2026.

The additional financial cost of raising the allowance is estimated at EUR 52 million, with its total budget increasing from EUR 173 million to EUR 225 million, based on last year's data.

Double protection of households

The new intervention shall include:

  • EUR 46 million for direct fuel subsidies in the second fortnight of October.
  • EUR 52 million additional resources to increase the heating allowance by 30% over the entire winter period.

The philosophy of measures is clear. On one hand horizontal intervention to reduce prices immediately on the other hand additional, targeted aid for households in greater need.

As RIS says, "the government stands next to the citizens, making every effort to limit the impact of the energy crisis on their everyday lives. The aim is to contain fuel and heating costs, relieve households from increases and protect the purchasing power of families."

St. Papastavrou: Household support is a stable government priority

"We stand next to the citizens to address the consequences of ongoing geopolitical instability and the international energy crisis. Household support is a stable priority of the government of Kyriakos Mitsotakis," said the Minister for Environment and Energy, when specializing in measures.

And he added: "With the new measures, we use the available budgetary margins to contain the cost of fuel and heating. Our responsibility is to turn the economy's potential into a tangible, measurable benefit for citizens. We announce three direct state subsidies to the pump, until 31 October.

Specifically, 20 minutes per litre in heating oil, 15 minutes per litre in diesel motion oil and 10 minutes per litre in unleaded petrol 95 octane. Grant directly to the consumer, without income criteria or other procedures. This reduction also adds to the reduction announced earlier by the refineries.

20 minutes per litre in heating oil and 5 minutes per litre in diesel motion oil. Thus a total reduction is formed, 40 minutes for each litre in heating oil, 20 minutes for each litre of diesel motion and 10 minutes per litre of unleaded 95 octane.

As far as heating oil is concerned, as the Minister of National Economy and Finance, Kyriakos Pierrakakis, announced yesterday, we significantly increase the subsidy by 30%. It is expected to start with an average value of approximately EUR 1.95 per litre and therefore, by reducing the price by 40 minutes per litre, the estimated value reaches 1.55. Therefore, for households entitled to the increased heating allowance, the actual final cost will be EUR 1.35 per litre.
