An unprecedented administrative «back and forth», which can hardly be attributed to a «plain error sending message», is in progress in the Road Transport Company (OSY) starring the Safe Bus app. Within a few days the application that records bus drivers' driving behavior and trolleybuses was abolished, deactivated and... resurrected, leaving behind a key question: who finally decides on the OSH and by what procedure?
On 31 August 2026 drivers were informed that «completed pilot telematics and driving behaviour assessment project». Their accounts were disabled and were asked to delete the application from their personal mobile phones. Just a few days later, a new OSH message informed them that Safe Bus eventually «continues to function normally», calling them to connect again.
The official explanation? The first message was sent «by way of derogation» due to the end of the previous contract! Only this explanation raises more questions than it answers. 70,680 euros and then... free.
Direct assignments and effectiveness
For Safe Bus, two consecutive PPAs have been preceded by the Greek company OSeven, which developed the application. The first was signed on 30 December 2025, was four months old and cost 35,340 euros with VAT. In April 2026 he followed second, also four months, at exactly the same price. A total of 70,680 euros in eight months! Now, according to sources of OSH, the program is being extended again, but this time at no additional cost to the company! And here's probably the most interesting part of the case.
When exactly was the free extension requested? Before or after the August 31st message announcing the end of the program? Who recommended her and who approved her? How long will it last? What services will the contractor continue to provide free of charge and with what obligations?
Above all: why does a pilot programme need to be extended for which no public account has been presented so far? Workers of the OSH are going even further. They denounce that private companies that gained presence in the business, through direct assignments to the previous political leadership of the Ministry of Infrastructure and Transport, are now seeking to maintain their position, offering services, even without pay. The complaint is heavy. That is precisely why the management of the OSH must make public the terms of the extension and explain what procedure was decided.
The paradox is that even key elements for the effectiveness of Safe Bus remain unknown. Last April the application was used by about 30% of drivers, although since 19 January 2026 the administration had described «permanent» the directive establishing it and making its use compulsory, with non-compliance treated as disciplinary misconduct. Today, how many drivers use it, how many dangerous driving incidents were detected, what training programs were designed on the basis of its data, and ultimately what measurable benefit the money was given.
Personal data and utility
The OSH argues that the data are used for education policies rather than for individual evaluation. However, questions remain unanswered and questions about the data already gathered: where they are stored, for how long they are maintained, who has access and what is happening with location, routes and driving behavior scores.
Safe Bus records through the driver's personal mobile speed, braking, accelerations, maneuvers, phone usage and geographic location. It is therefore not an indifferent application that is simply installed and deleted at will.
The problem now exceeds whether Safe Bus is useful or not. It concerns the way a public transport company is run.
Within eight months there were two direct contracts, totalling EUR 70,680. On August 31 the program appeared as complete. Drivers were asked to delete the application. A few days later they were informed that it was continuing. And now they learn that the contractor will continue to provide services for free!
What is missing, workers say, is the obvious: transparency, account and clear answers. And especially who «He's holding the OSH steering wheel.».
