Fuel Pass was granted to fewer beneficiaries than those originally appreciated by the government.
According to reports, the number of those who received the Fuel Pass of 50 or 60 euros for the two-month March – April, with the data available so far, in order to mitigate the cost of petrol was 2,432,475. The number of applicants to the platform was 2,655,437.
While on March 23 the financial staff estimated that the beneficiaries were around 3.1 million of the 4 million vehicle owners, however about 667,525 did not choose it, or were rejected or in the waiting...
The figures for Fuel Pass
According to the data processing so far, the Fuel Pass applications were 2,655,437. 2,432,475 have been paid. 81,482 applications have been rejected because they were leasing vehicles, were also rejected for reasons of non-payment of fees, iban et al. 5.446, while 8,887 applications are to be processed by the beneficiaries. And to be processed by banks there are 127,134 requests for beneficiaries.
The obstacles to Fuel Pass
On the basis of the current picture, the deviation from government estimates for 3.1 million beneficiaries is 667,525.
Why is there this deviation?
The procedure for granting Fuel Pass has faced the first day that the platform for submitting applications has been opened technical problems. The financial staff then chose Administration based on VAT. But also in this way the platform continued to face problems encapsulating those who sought to administer it between error messages and unnecessary references to JEPs.
This inconvenience combined with the low subsidy amount of 50 euros in the two-month period for mainland Greece, 60 euros in the two-month period for island regions and 30 and 35 euros, respectively, for motorcyclists discouraged tens of thousands of people from submitting the application. Of course, among them were those who gave up every effort.
Ineffective measure to accuracy Fuel Pass
The administration of Fuel Pass was selected by the government as a targeted and fiscally tolerated measure. At the same time that many other European governments chose to reduce excise duties and total fuel taxation.
Prices in petrol remain at prohibitive levels due to the energy crisis and high taxation in Greece. Citizens in the urban centres in particular are forced to use their vehicles instead of means of transport which do not serve those who choose them enough to go to work or other destinations.
Saving EUR 27 million
It is worth stressing that the cost of the Fuel Pass measure was estimated by the government at EUR 130 million.
According to unofficial calculations, the limited attendance of Fuel Pass beneficiaries in the procedure for granting it brought public funds a savings of EUR 27 million. These calculations are even made with the payment scenario and 2,655,437 applications. So the government seems to have change...
It remains to be seen at least if this amount is allocated to other social groups support measures since the information wants the financial staff to consider extending the Fuel Pass grant. As regards tax reduction
