The payments related to the recalculation of pensions for categories of insured persons not included in the general rule of calculation but retaining a special pension scheme. The main element of the regulation is that the pension is linked to up to 80% of the pension earnings of the employees or employees concerned. Related reports say the package mainly concerns pensioners of the Public and Armed Forces, with activation since September.

Who are the main beneficiaries?

How the amounts of repayments arise

In practice, the greater the deviation between old and new amounts, the higher the retrospectives will be. For this reason, retired and military are estimated to see in several cases greater returns, as their calculation is influenced by rank, salary data, service development and special provisions.

The average monthly increase is estimated to be close to EUR 100, which means that all beneficiaries will receive the same amount. For others the increase may be lower, while for special cases with a greater difference in recalculation it may be higher.

What changes in pension calculation

With new method of calculation, the pension may go up to 80% of pensionable earnings corresponding to the staff member, official or executive with similar characteristics.

For civil servants, account will be taken of grade or salary scale to which they would have evolved, since they remained in service. The calculation also includes increments and allowances, when they have an insurance base and are linked to contributions in favour of a main pension.

For the military, critical role will be played by score development, staff category, service time and specific limits applicable in each case.

Which allowances can be taken into account

The pensionable remuneration shall not count any benefit automatically. The basic condition is that the relevant amounts have been subject to insurance contributions in favour of a main pension.

For example, the calculation may include:

  • basic salary,
  • fixed compensation,
  • increase in service time for judicial officials;
  • teaching and research allowance for university students,
  • hospital employment allowance for doctors of the NSI,
  • special research allowance for researchers,
  • special duty allowance for diplomatic staff;
  • part of the liability allowance for supervisors,
  • a risk and unhealthy work allowance, where provided.

The final image, however, will be shaped per file, as each retired person has different insurance and wage data.

It is not just about the main pension

An important point in the case is that favourable arrangements are not necessarily limited to the main pension. Where appropriate, other benefits may be affected, such as supplementary pensions, dividends, lump sums, and benefits from equity or ancillary funds.

This means that for certain beneficiaries the real economic benefit may be greater than the simple increase in the main pension. However, the final payment will depend on the insurance history, contributions, funds to which the pensioner belongs and the forecasts of each institution.

What pensioners should notice

Beneficiaries should monitor e-EFCA pension information notes and electronic services. At the official portal of the body there are services for information notes, application monitoring and rights control in special cases of retrospectives.

Special attention is also needed in tax treatment. Retrospective pensions are usually declared in the tax year to which they correspond and not necessarily in the year in which they are paid. Reports on recent payments point out that pensioners must report the amounts in the right year to avoid errors in tax clearance.

Why does the new recalculation matter?
