The payment of aid planned for May 2026 was completed today, totalling EUR 184,954,766,62 to 163,663 beneficiaries (116,012 unique VAT). After netting a total amount of EUR 5,020,416,09 due to previous years’ debts, the final payment amount paid amounted to EUR 179,934,350,53 to 158,883 beneficiaries (113,276 unique VAT).
In order to pay the aid to the actual beneficiaries and to protect the money of European and Greek taxpayers, the payment was made after the completion of the envisaged controls on recognition, clearance, eligibility and cross-checking.
Today's payment concerns, inter alia:
• Basic Income Support for Sustainability
• Complementary Redistributive Income Support
• Supplementary Income Support for Young Farmers
• ECO1 and ECO7 ecological programmes
• related crop production aid
• related animal production payments
Payments include payments for basic, redistribution and young farmers, as well as schemes such as rice, durum wheat and common wheat, barley, cotton, maize, industrial tomatoes, oranges for sowing, edible legumes, seed, Corinthian raisin, apples, fodder soya and related payments in the sheepmeat, goatmeat and beef sector (see detailed payment table below).
Payment based on extensive digital and cross-checks
ADE proceeded with payments with cleared and documented amounts. Checks shall be an effective process of verifying eligibility so that payments are made safely, transparent and complete documentation.
Total checks carried out did not proceed for payment, as one or more grounds for non-compliance arose with the requirements laid down in the law and the regulatory framework, total amount of approximately EUR 55.5 million.
In particular, the checks carried out showed in particular the following findings:
• After cross-checking and with myDATA data, invoices were found containing different products from those for which aid was requested or containing smaller quantities of delivery than required.
A typical example is the status of Proteinous Sanodotic Legumes for the year 2025. When checking the payment of this scheme, a budget of EUR 16,179,000, all cases that fell into the control sample contained ineligible or problematic documents, thus not allowing the safe payment of the scheme at this stage to be allowed under the regulatory framework.
• Non-verification of the legal ownership status of the parcels, according to the data held at the ADE
It should be noted that those parcels excluded from the payments due to their appearance as public land in accordance with the Land Register (Failure Code 54350), following the entry into force of Article 100 of Law 5302/2026 (Government Gazette A’ 78/20.5.2026), will be included in the next planned payment of June 2026, provided that agricultural activity is verified in those three years 2022-2024.
• Undertakings under control through the Land Monitoring System (AMS, monitoring)
• It is noted that 5.221,950 parcels were checked through the Expansion Monitoring System (AMS). 210,951 photographs submitted through the Agrisnap app up to 24/3/2026 were also checked, as well as corrective actions in 85,000 applications year 2025 until May payment.
• A recheck was carried out on all the parcels of the flooded areas of Evros Prefecture, regardless of the submission of photographs by farmers.
• 462,704 parcels remain frozen, corresponding to 8,86% of the total parcels checked.
The photos submitted through the Agrisnap application and the corrective actions taken through the 2025 EIA in the opening from 13/05 to 20/05/2026 will be taken into account in the June 2026 payment, and if there is a balance, in subsequent payments.
ECO 31.1 and ECO 31.7
For the year 2025, ECO 31.1 and ECO 31.7, after diversification of the framework and eligible actions for the year 2025, showed a reduction of 88% of beneficiaries compared to the year 2024. In particular:
• As far as ECO 31.1 is concerned, whereas in the year 2024 86.528 beneficiaries were recognised and paid, in the year 2025 8,965 beneficiaries were recognised and paid after checks by 10,781 applicants.
• As regards ECO 31.7, whereas in the year 2024 22,742 beneficiaries were recognised and paid in the year 2025, 3,580 beneficiaries were recognised and paid, after checks, for 10,043 applicants.
Consequently, in this payment 53.2 million less than the budget concerned. In the light of the guidelines to be given by the Ministry of Rural Development and Food, this amount may be made available to increase aid for other ecological schemes at the June 2026 payment.
Year 2018 outstandings
The payment of a budgeted amount of EUR 1.5 million, relating to the repayment of outstanding debts in 2018, shall be deferred for June 2026.
Clearances on netting
• It is clarified that no compensation was made in the final payment amount for those farmers who had deposited their debt directly into the audit accounts or submitted written observations by 20 May 2026 at 23:59.
• For 110 producers, who have returned unduly paid amounts for the year 2023 from 21 May onwards, for which compensation was made, the amounts will be repaid in full to the next planned payment by 30 June 2026.
• For 388 producers who submitted written objections after 21 May 2026, the starting date for the calculation of the payment, the amounts due will be refunded to a subsequent planned payment if the written objections are deemed reasonable.
