The image is repeated every summer. Full of airports, ships that depart with fullness, queues in ports and popular destinations that have difficulty managing the number of visitors. Based on this picture, Greek tourism seems to be moving from success to success.

Nevertheless, behind the increased tourist movement there is a significant change. Arrivals are increasing, but consumption is not being strengthened to the same extent. More visitors no longer automatically mean more revenue for focus, retail and local services. In short, the increase in the number of tourists does not balance the whole of a local economy.

The data of the Bank of Greece essentially confirms that the number of visitors is not enough to describe reality. In 2024 incoming travel traffic increased significantly, but average expenditure per journey decreased by 7%, from 570.7 to 538.6 euros. In 2025 there was a recovery of EUR 545.5, without fully covering the previous decline. At the same time, the average length of stay continued to be limited.

This recording is alarming, not so much because it describes a failed tourism policy, but because it reveals the image of a model that begins to meet its limits.

The modern traveler does not behave as a few years ago. The cost of travel, accommodation and daily life has increased throughout Europe. Many people, however, still have the holidays in their priorities, but in a different way than in the past.

They choose shorter stays, offers and cheaper travel packages, supermarket purchases and fewer exits. The destination is maintained, the costs are limited.

This change explains to some extent the contradiction of the world population in destinations and at the same time the limitation of receipts. The international tourist market is changing, from year to year, and the country is urgently called upon to analyse more precisely the international reference audience. What kind of demand attracts, how long the stay lasts, what part of the expenditure reaches local businesses and why and how it affects the labour market.

At the same time, the other side of the market is under pressure. Hosting and catering businesses face increased energy, raw materials, transport, payroll and funding costs.

Moving the entire cost to prices has limits because the customer is already more careful. Thus, even when the turnover is maintained or increased marginally, real profitability does not increase respectively.

The same is true of work. At several popular destinations businesses find it difficult to find staff while thousands of people seek employment.

The contradiction is largely explained by housing costs. An seasonal worker can find work on an island, but cannot find a residence at a cost compatible with his salary. The lack of staff affects the quality of services, increases pressure on those working and limits the ability of a company to serve more customers.

In Greece, unfortunately, tourist development has gone faster than the infrastructure to support it. Water supply networks, energy, waste collection, roads, ports and health services were designed for much smaller populations. The result is that in the months of the tourist peak some destinations are invited to operate as cities of multiple size.

The cost of this pressure is not always reflected in tourist revenues. It affects residents, municipalities, the environment and ultimately the product itself offered. A destination suffering from traffic congestion, water shortages, inadequate cleanliness and degraded services gradually loses the advantage that made him attractive.

Η Οικονομική επιστήμη έχει πολλούς δείκτες με τους οποίους μπορεί να αξιολογήσει μια πολιτική. Στη συγκεκριμένη περίπτωση του Τουρισμού, ο τρόπος με τον οποίο μετράμε την επιτυχία χρειάζεται επαναπροσδιορισμό.

Δεν υπάρχει αμφιβολία ότι ο αριθμός των αφίξεων παραμένει σημαντικός δείκτης, δεν είναι όμως ο μοναδικός, ούτε ο ασφαλέστερος. Μεγαλύτερη σημασία έχουν πλέον η μέση δαπάνη ανά επισκέπτη, η διάρκεια παραμονής, η διασπορά των επισκεπτών σε περισσότερες περιοχές, η επιμήκυνση της περιόδου και το μέρος των εσόδων που παραμένει στην τοπική οικονομία.

Η μετατόπιση προς έναν τουρισμό υψηλότερης αξίας δεν σημαίνει ότι η Ελλάδα πρέπει να γίνει προορισμός αποκλειστικά για τους εύπορους. Σημαίνει ότι πρέπει να προσφέρει πιο πολλούς λόγους για να μείνει κάποιος περισσότερο και να καταναλώσει πάνω από τη διαμονή του.

Πολιτισμός, γαστρονομία, φύση, θεματικές διαδρομές, συνέδρια, αθλητισμός και ευεξία μπορούν να διευρύνουν το προϊόν και να μειώσουν την σχεδόν αποκλειστική εξάρτηση από τη θάλασσα και τον ήλιο.

Χρειάζεται επίσης σταθερό χωροταξικό πλαίσιο, σοβαρές επενδύσεις στις υποδομές, καλύτερη διαχείριση των προορισμών και κίνητρα για λειτουργία πέρα από την περίοδο αιχμής.

Κάθε περιοχή έχει διαφορετικά όρια και διαφορετικές δυνατότητες. Η ίδια πολιτική δεν μπορεί να εφαρμόζεται αδιακρίτως σε ένα κορεσμένο νησί, σε μια ορεινή περιοχή και σε μια πόλη που προσπαθεί ακόμη να αποκτήσει τουριστική ταυτότητα.

Ο ελληνικός τουρισμός παραμένει ένας από τους ισχυρότερους πυλώνες της οικονομίας. Ακριβώς γι’ αυτό δεν πρέπει να λειτουργεί πλέον στον αυτόματο.

Η επιτυχία των προηγούμενων ετών δημιούργησε την εντύπωση ότι αρκούν το φυσικό τοπίο, η διεθνής ζήτηση και η συνεχής αύξηση των αεροπορικών συνδέσεων. Τα επόμενα χρόνια, αυτά δεν θα αρκούν.

Το επόμενο επομένως βήμα δεν είναι να αυξηθεί η πληρότητα των ήδη κορεσμένων προορισμών, αλλά να αυξηθεί η αξία που παράγει κάθε επίσκεψη. Να προστατευθεί η ποιότητα του προϊόντος και να εξασφαλιστεί ότι η επιτυχία φτάνει στις επιχειρήσεις, στους εργαζομένους και στις τοπικές κοινωνίες.

Η πολυκοσμία χωρίς αυτή τη μετατόπιση είναι στόχος με προθεσμία λήξης.
