Postponing the publication of their names large-scale until February 2027 does not change the true image of outstanding debts towards Public. That's because about 30,000 debtors with debts over EUR 150,000 are timeless those who do not fit into arrangements, leaving most of the debts out of the collection process. On the other hand, the arrangements concern mainly taxpayers and businesses with smaller and more manageable debts, which is confirmed by its data. ADE for natural and legal persons.
So, then, the transfer the publication of names, in accordance with the decision signed by the Deputy Finance and Labour Ministers, D. Markopoulos and A. Efthymiou, it is more procedural as the substance is whether the major debtors will use the new 72 dose adjustment where «Run» This time. To date, however, experience shows that the response comes almost exclusively from those with small and medium-sized debts.
What evidence shows
Data from the Independent Public Revenue Authority indicate that the largest concentration settled debts It is located within the range of 500 to 10,000 euros, where the rate reaches 15.52%. Particularly high is participation in the debt category from 2,000 to 3,000 euros, where the percentage of the arrangements is 18.16%, confirming that those with relatively manageable debts respond more easily to settlement possibilities.
Especially for natural persons, the highest rate of regulation is also recorded between 500 and 10,000 euros (15.34%), while in the category of 2,000-3,000 euros reaches 18.40%, reflecting household financial limits. On the contrary, legal persons have a greater involvement in the debt arrangements from 10,000 to 100,000 euros, with 21.66%, which reaches 25% in the category 10,000-20,000 euros, as tax information is a key condition for the operation of a business.
About 30,000 debtors with debts of more than 150,000 euros are timeless those who are not regulated.
This picture explains why, despite the fact that the total debts to the IRS EUR 114.5 billion, the real potential for recovery is very limited. Of this total, EUR 35.25 billion have already been declared inadmissible, resulting in the actual outstanding balance being limited to EUR 79.25 billion. But even this amount is not considered to be recoverable as a whole. According to Parliament's Budgetary Office analyses, the amount that can be realistically recovered amounts to around EUR 27 billion, as the balance mainly concerns very old debts, increases and fines.
Based on Ministry of Finance, in the new 72-dose regulation some 1.3 million natural persons and 284 000 businesses can potentially be included with total debts of EUR 95 billion. However, real inflow performance will depend on whether debts currently remaining outside all regulation will be included, which to this day does not happen to big debtors.
Old debts
It is of particular importance for the collection of dues and the oldness of debtsDebts that have exceeded five years become increasingly difficult to collect, while when their age exceeds the decade the chances of recovery are drastically limited. For this reason the tax administration is now turning its interest mainly to the newer debts, where there are significantly higher chances of recovery, but also to the large debtors for whom they can be used. targeted control and collection measures.
In this context, one of the solutions that could go forward is the application of personalized arrangements, adapted to the tax capacity of each debtor. Such a model could significantly increase collectability, giving real exit even to taxpayers or companies with large debts, who are unable to meet existing horizontal arrangements.
The change of list
The transfer of the publication of names until February 2027 is linked to the decision to remain open to the possibility of joining the new regulation, without debtors being faced with the disclosure of their data while the deadline for submission of applications runs. Based on design, CEAO and ADE will update the list of around 30,000 megalophones after the process is completed, while those who do not proceed to any regulation will be re-targeted by the collection and control mechanisms.
ADE places particular emphasis on debtors with debts of more than EUR 1 million, now utilizing the new framework for the international exchange of tax information with 24 countries in order to identify assets in Greece and abroad that can be used to collect outstanding debts.
At present, however, more than 2,500 debtors have joined the new 72-dose regulation. It is noted that the basic condition for the inclusion in the new regulation is that the debtor has submitted all income tax declarations for the last five years, that he has no irrevocable conviction for tax evasion or smuggling and that he has legally settled any other outstanding debts not included in the arrangement. At the same time, a minimum of EUR 30 and a fixed rate of 5.84% is provided, replacing advance payments and interest payments, giving predictability and sustainability to regulation.
